Visitor Tips

  • ALL vehicles parked on campus requires a valid ±¬ÁÏ¹Ï parking permit or hourly parking payment!
  • Hourly parking requires immediate payment upon parking your vehicle.
  • Disability Parking requires valid ADA Placard/Plate plus parking permit or hourly parking payment.
  • Parking on campus is enforced using License Plate Recognition (LPR). To learn more about how LPR works, click here.
  • When in doubt, contact us for help.

Visitors and guests driving to ±¬ÁÏ¹Ï have several options for parking on campus: Daily Permit, Weekly Permit, 30-Day Permit, or hourly parking. Payment must be made immediately upon parking your vehicle. Parking Regulations are strictly enforced, so please ALWAYS use a permit or pay-to-park to avoid enforcement (citations, booting, towing).

We encourage Faculty, Staff, and Students to direct their guests to use hourly parking. If visitors plan on staying for an entire day or weekend, we recommend they purchase a Daily Permit. If visitors plan on staying for a longer period of time we recommend they purchase a Weekly or 30-Day Permit.

Permits can be purchased  or in person at the Transportation & Parking Services (TPS) office located at 43rd & Elkhorn Garage.

Parking for Transportation & Parking Services customers is located in the 43rd & Elkhorn Garage for 15 minutes in spaces marked "15 Minute Parking" on Level 1.

Permits

If you're on campus six hours or more, Daily Parking Permits at $10/day are more cost-effective than utlizing Hourly Parking. Daily Permits can be purchased by anyone, and are allowed everywhere on campus except: Hourly Only Location (Lot 7), ADA Accessible (without Valid DMV Issued Placard), Reserved, Carpool (before 2:00pm), and Restricted areas (such as Loading Zones).

Please note that Daily Permits are NON-REFUNDABLE.

To purchase:

  • Daily Permits can be purchased online through the 
    • You can select multiple consecutive dates so that you can use one permit for the duration of your stay at ±¬ÁϹÏ.
  • Daily Permits are also available for purchase at the Transportation & Parking Services Office located at 4310 Elkhorn Ave, Norfolk, VA.

If you're a visiting campus for a week, you may benefit from purchasing a Weekly Permit to park. Weekly Parking Permits at $25/week are more cost-effective than using a daily permit or utilizing Hourly Parking. Weekly Permits can be purchased by anyone and are allowed everywhere on campus except: Hourly Only Location (Lot 7), ADA Accessible (without Valid DMV Issued Placard), Reserved, Carpool (before 2:00pm), and Restricted areas (such as Loading Zones).

Please note that Weekly Permits are NON-REFUNDABLE.

If you're a frequent visitor to campus, you may benefit from purchasing a 30-Day Permit to park. The 30-Day Permit at $63/month is a more cost-effective than using a Daily Permit or utilizing hourly parking.30-Day Permits can be purchased by anyone, and are allowed everywhere on campus except: Hourly Only Location (Lot 7), ADA Accessible (without Valid DMV Issued Placard), Reserved, Carpool (before 2:00pm), and Restricted areas (such as Loading Zones).

Please note that Monthly Permits are NON-REFUNDABLE.

Hourly parking is made possible through MobilePay which provides short-term paid parking in high-demand locations payable with your mobile device at $1.00/30 minutes. Payment MUST be made immediately upon parking your vehicle either via MobilePay or at the pay station located in Visitor Lot 7 which accepts credit card & cash payment. Permits are NOT valid in Hourly Parking locations.

ALL ADA (American Disability Act) Accessible parking on campus (including ADA Accessible hourly parking locations) is open to any visitor with a valid ADA Parking Placard and ±¬ÁÏ¹Ï Permit.

Visitors with disabilities may also park in ADA Accessible hourly parking spaces by displaying their ADA Placard and paying via MobilePay or at the pay station located in Visitor Lot 7. Additional ADA hourly parking is available in Lot 38 and on Elkhorn Avenue using "43ELK" via MobilePay.

Disability Parking&²Ô²ú²õ±è;â–º

Norfolk State University (NSU) and ±¬ÁÏ¹Ï (±¬ÁϹÏ) have agreed that each institution will honor parking permits issued by the other for parking in equivalent designations. Under this agreement, the NSU student commuter and resident permits will be honored. They will only be honored in ±¬ÁÏ¹Ï Commuter parking locations and in Faculty/Staff locations after 3:45pm. NSU student commuter and resident permits are never valid in Faculty/Staff Only locations or in residential student parking locations. 

NSU Faculty/Staff permits are also honored. Designated Faculty/Staff Only parking locations include: 
•    Lots 8, 9 , 41 , and 49
•    43rd & Bluestone Garage
•    Constant Center 45th St Garage - Level 4
•    49th Street Stadium Garage – Levels 1-3

±¬ÁÏ¹Ï utilizes a virtual permitting system and License Plate Recognition (LPR) technology for compliance. To use your NSU permit at the ±¬ÁÏ¹Ï campuses (Norfolk and Virginia Beach), you must register your permit with ±¬ÁϹÏ’s Transportation & Parking Services department. Note: To avoid ticketing, the vehicle license plate must face the drive lane so it can be read by LPR.

To register your NSU permit, follow these steps:
1.    Create a Guest Account using the ±¬ÁÏ¹Ï Parking Portal: .
2.    Add your vehicle(s) to the account. Vehicle registrations must be uploaded.
3.    Email a copy of your NSU permit to parking@odu.edu.

An ±¬ÁÏ¹Ï Customer Service Representative will email you to let you know that your information was updated. At that point, you are eligible to park on the ±¬ÁÏ¹Ï campuses (Norfolk and Virginia Beach).
